eBay CEO Meg Whitman has outlined an aggressive plan the online auction giant plans to follow to combat online fraud known as “phishing scams, but so far analysts aren’t biting.

Ms. Whitman presented her plan Thursday at the VISA Security Summit in Washington, D.C. She highlighted three methods for stumping perpetrators of “phishing email scams that attempt to dupe people into giving up personal information.
